Install and Terminate Customer Premise Equipment for Fiber to the Home (FttH) Project

Background
The City of Hudson’s Velocity Broadband (VBB) is seeking to expand its services through the Fiber to the Home (FttH) project. The City of Hudson, located in northern Summit County, Ohio, serves approximately 22,500 residents and aims to ensure that every household has access to fiber-based internet service by targeting around 6,500 homes currently lacking direct fiber access. This initiative was approved by the City Council in 2025 and is supported by a four-year deployment plan for construction and connection.

Work Details
The contract involves hiring up to three qualified vendors for labor and equipment necessary for installing and terminating customer premise fiber equipment. Vendors will provide skilled labor, tools, and materials required for:

1. Customer Install Services:
- Standard Installation: Install and mount Optical Network Terminal (ONT), terminate fiber at customer premises, perform fiber splicing or connectorization, install interior fiber, connect ONT to customer router, verify service activation.
- Interior Wiring: Install fiber drop from demark to ONT at a customer-designated location with clean cable routing.
- Testing and Activation: Verify optical signal levels, confirm service provisioning, perform speed tests.
- Customer Interaction: Provide professional on-site experience and assist customers with device connections.

2. Service Levels & Performance Requirements:
- Standard install duration of 1-3 hours per residence with a target of less than 5 business days from customer readiness to install.
- Quality standards include no visible damage during installation and maintaining high customer satisfaction rates.

Period of Performance
The anticipated duration of the project is three to four years, starting within six weeks of contract award.

Place of Performance
The work will be performed across multiple neighborhoods in Hudson, Ohio.

Bidder Requirements
Consultants must have at least ten years of experience in installing and terminating customer premise equipment for ISPs. Preference will be given to those with local experience. Additionally, consultants must maintain required insurance including Workmen’s Compensation Insurance and Professional Liability Insurance.
