Background
Huron County is seeking a consultant to provide Construction Inspection and Construction Administration services for the Peru West Section Bridge Replacement Project. The project involves replacing a three-span spread box beam bridge with approximately 800 feet of roadway approach and embankment work. The estimated construction cost is $2,100,000. The project has been awarded to Great Lakes Demolition.
Work Details
The consultant will be responsible for providing the following services:
1. Construction administration duties including engineering and supervisory tasks, inspection, and materials management as per ODOT’s guidelines.
2. Daily field engineering and inspection.
3. Materials management including monitoring asphalt, concrete, and aggregate producers/suppliers, field testing of materials, and documentation of the materials management process.
4. Project documentation including daily diaries, monitoring of project documentation, progress meetings, schedule tracking, contractor payment processing, negotiation and preparation of change orders, claims management, prevailing wage compliance monitoring, EEO contract compliance monitoring, final inspection and acceptance processes.
5. Specific personnel required include: Project Inspector 1 & 2, Project Structures Inspector, Soils & Aggregate Inspector, Construction Engineer Level 1 & 2.
6. A documentation clerk to maintain records and reports related to the construction project.
Period of Performance
The contract is expected to commence in August 2026 and conclude in December 2026.

Bidder Requirements
Consultants must meet prequalification requirements set by ODOT for various categories including construction inspection activities. Only individuals (not firms) can be prequalified for construction inspection roles. The prime consultant and all subconsultants providing engineering services must be prequalified in Financial Management System Evaluation.
