FAI-East Side Industrial Connector

Background
The City of Lancaster is seeking a consultant for the Eastside Industrial Connector Project. The goal of this contract is to prepare a Feasibility Study and Alternative Evaluation Report, building upon a Planning Study completed in May 2023. This project aims to enhance transportation infrastructure in Fairfield County.

Work Details
The services required under this contract include:

1. Preparation of a Feasibility Study and Alternative Evaluation Report for the Eastside Industrial Connector Project.

2. Design Services including:
- Bicycle Facilities & Enhancement Design
- Non-Complex Roadway Design
- Complex Roadway Design
- Complex Right of Way Plan Development
- Subsurface Utility Location Services
- Level 1 and Level 2 Bridge Design
- Geotechnical Engineering Services
- Traffic Signal System Design
- ITS Design and Operations
- Highway Lighting Design.

3. Environmental Services including:
- Environmental Document Preparation (EA/EIS, CE, Section 4(f))
- Ecological Surveys
- Stream and Wetland Mitigation
- Waterway Permits
- Air Quality Analyses
- Noise Analyses and Abatement Design
- Archaeological Investigations.

4. Compliance with Financial Management System Evaluation requirements for engineering and design-related services.

Period of Performance
The anticipated date of authorization for the selected consultant is September 2026, with the completion schedule requiring the Feasibility Study and Alternative Evaluation Report to be finalized by November 15, 2027.

Place of Performance
The contract will be performed in the City of Lancaster, Fairfield County.

Bidder Requirements
Consultants must meet prequalification requirements set by the Ohio Department of Transportation, particularly in Financial Management System Evaluation for engineering and design-related services. Only individuals are prequalified for right-of-way acquisition services. Firms on the federal list of suspended or debarred firms are not eligible for selection.
