Enterprise Food Items Not Available From Other Mandatory State Term Contracts

Background
The State of Ohio, through the Department of Administrative Services, is issuing this solicitation to establish a contract for food items not available from other mandatory state term contracts. The goal is to provide a wide range of food products to state agencies with an emphasis on fresh produce and reduced salt items. This contract will support various state institutions and agencies in meeting their food supply needs.

Work Details
The contractor will be responsible for providing and distributing a variety of food products, including fresh produce and reduced salt items, to state agencies throughout Ohio. Products must meet or exceed USDA and state standards regarding quality, labeling, and safety. Specific requirements include:

1. Products must be Grade B or higher when applicable.
2. All frozen products containing meat or poultry must be processed under USDA supervision.
3. Canned goods must have a shelf life of at least six months and be in good condition upon delivery.
4. Delivery must occur during normal business hours with provisions for emergency service.
5. The contractor must maintain a 97% fill rate for orders and provide an electronic ordering system compatible with OhioBuys.

Period of Performance
The contract is effective from October 1, 2025, to September 30, 2028, with potential for renewal at the discretion of the contracting agency.

Place of Performance
The contract will be performed throughout the State of Ohio, with deliveries made to various state agencies as specified in the delivery schedules.

Bidder Requirements
Bidders must have FDA registration for their facilities and maintain food safety certifications. They are required to demonstrate the ability to process and ship a minimum of 77 orders per month to 17 locations. Additionally, bidders must provide documentation of costs and maintain compliance with all federal and state regulations regarding food safety.
