Energy Audits for City Facilities

Background
The City of Cincinnati, Ohio, through its Office of Environment and Sustainability (OES), is issuing this Request for Proposals (RFP) to identify experienced partners to conduct energy audits for municipal facilities. This initiative aligns with the City's commitment to reduce carbon emissions by 50% by 2030 and achieve 100% carbon neutrality by 2050, as outlined in the 2023 Green Cincinnati Plan. The City operates over 150 facilities, including fire stations, police stations, parks, recreation centers, health centers, and more.

Work Details
The contract involves conducting energy audits in two phases:

Phase 1 focuses on Energy Efficiency and Conservation Block Grant (EECBG) funded audits with a budget of $226,452 for audits and $60,000 for a building decarbonization plan. The contractor will utilize the U.S. Department of Energy’s Building Energy Asset Scoring Tool and Audit Template software to enter all audit data. The contractor is expected to propose an energy audit plan that maximizes outcomes, evaluate energy consumption patterns, identify inefficiencies, suggest energy efficiency upgrades and conservation measures (ECMs), and produce a summary report detailing audit methodologies and recommendations.

Phase 2 includes various types of energy-related audits such as ASHRAE Level 2 audits, decarbonization assessments, facility decarbonization master plans, and renewable energy assessments across various city facilities.

Period of Performance
The term of the contract will be three years with one optional two-year renewal period.

Place of Performance
The services will be performed at various municipal facilities throughout the City of Cincinnati.
