Background
Cleveland Metroparks is a separate political subdivision of the State of Ohio, comprising over 25,000 acres and governed by a Board of Park Commissioners. The agency's mission is to protect nature, connect communities, and inspire conservation. The purpose of this contract is to engage a qualified vendor for Employee Benefits Consulting Services over a three-year period, aimed at enhancing the health and welfare benefits provided to its employees.
Work Details
The Consultant will serve as the primary advisor on employee health and welfare benefits, providing services including:
1) **Marketing & Renewal Services**: Develop marketing strategies, prepare requests for quotes from insurance carriers, analyze proposals, assist with annual renewals, and support implementation of new benefit plans.
2) **Plan Design and Cost Management**: Review existing plans, recommend changes, identify cost drivers, and assist with wellness initiatives.
3) **Compliance and Regulatory Support**: Monitor legislative developments affecting employee benefits and advise on compliance with laws such as ACA and ERISA.
4) **Employee Communication**: Develop communication materials related to benefits and provide ongoing support for inquiries.
5) **Vendor Coordination**: Manage relationships with insurance carriers and assist in resolving claims issues.
6) **Reporting & Data Analysis**: Provide reports on enrollment and claims experience.
7) **Transparency & Audit Rights**: Commit to acting in the best interests of Cleveland Metroparks and disclose any potential conflicts of interest.
Period of Performance
The contract will be effective for three years from approximately May 1, 2026, through April 30, 2029.
Place of Performance
Services will be performed primarily at Cleveland Metroparks' headquarters located at 4101 Fulton Parkway, Cleveland, Ohio.
Bidder Requirements
Proposers must demonstrate considerable experience in providing employee benefits consulting services. They are encouraged to submit proposals based on a fee-only compensation model. Proposals should include a brief history of the firm, team qualifications, experience with similar clients, commitment to Cleveland Metroparks’ core values (Guest Focus, Dignity and Respect, Integrity), financial statements for evaluation of capability to perform under the contract, and any potential conflicts of interest.
