Electricity Provider for the City of Cincinnati's Municipal

Background
The City of Cincinnati, Ohio, is issuing a Request for Proposals (RFP) for electricity providers for the city's municipal accounts. The RFP is pursuant to the provisions of the Cincinnati Municipal Code and City Manager Administrative Regulation for Professional Services. The Offeror shall provide full requirements retail electric supply services for all City accounts including Metropolitan Sewer District (MSD), Greater Cincinnati Water Works (GCWW), and all other City of Cincinnati accounts, as well as facilitate the inclusion of an existing solar Power Purchase Agreement (PPA) into the City’s generation service.

Work Details
The City currently purchases electricity either on a fixed price or market index basis with fixed price blocks. The approximate summary of loads being secured under this RFP includes 33,000 MWh annually for the City of Cincinnati, 127,000 MWh annually for GCWW, 105,000 MWh annually for MSD, and 26,500 MWh annually for street and traffic lights.
The selected provider is expected to supply all City accounts, including GCWW and MSD, with various services related to electric generation service and the PPA. The agreement shall begin with the January 2025 meter read dates and have a five-year initial term with two one-year options.
The selected provider must settle the PPA against all accounts using a transparent method and provide backing details at the hourly level for monthly charges. Reporting is crucial to all City divisions with specific requirements such as monthly account level charge details, hourly interval data, and hourly billing settlement reports.

Period of Performance
The term for these projects is as stated in the Scope of Services sections 1.2 above.
