Background
The Ohio Department of Rehabilitation and Correction (ODRC) is responsible for overseeing the supervision of over 44,900 offenders in Ohio across 28 state prisons. The agency's mission is to reduce recidivism among those they serve. Ohio Penal Industries (OPI), a division of ODRC, operates the Plastic Bag Shop at the London Correctional Institution (LoCI), employing incarcerated adults to produce plastic bags for various state agencies. This solicitation seeks competitive sealed bids for raw material standard plastic bag film compatible with the Plascon Model BSM 1300 Plastic Bag Machine, which is essential for the ongoing operations of the OPI Bag Shop.

Work Details
The contractor will provide raw material standard plastic bag film in various specifications as detailed below:
- HD/LLDPE Standard Polyethylene Tubing: .236 MIL thick, 24" wide, 6" wide roll, star seal, TRANSLUCENT - 325,000 linear feet
- HD/LLDPE Standard Polyethylene Tubing: .31 MIL thick, 33" wide, 8.25" wide roll, star seal, TRANSLUCENT - 2,060,000 linear feet
- HD/LLDPE Standard Polyethylene Tubing: .5 MIL thick, 24" wide, 6" wide roll, star seal, BLACK - 520,000 linear feet
- HD/LLDPE Standard Polyethylene Tubing: .5 MIL thick, 24" wide, 6" wide roll, star seal, TRANSLUCENT - 2,800,000 linear feet
- HD/LLDPE Standard Polyethylene Tubing: .7 MIL thick, 33" wide, 8.25" wide roll, star seal, BLACK - 480,000 linear feet
- HD/LLDPE Standard Polyethylene Tubing: .7 MIL thick, 33" wide, 8.25" wide roll, star seal, TRANSLUCENT - 1,102,000 linear feet
- HD/LLDPE Standard Polyethylene Tubing: .7 MIL thick with various colors - 381,000 linear feet
- HD/LLDPE Standard Polyethylene Tubing: .9 MIL thick in TRANSLUCENT and various colors totaling over several million linear feet.
All materials must be free from defects and meet specified quality standards including ASTM testing requirements.

Period of Performance
The contract term will commence upon award and continue through June 30, 2026. Renewals may occur by mutual agreement for a total cumulative period not exceeding four years.

Place of Performance
The primary location for performance will be the LoCI Plastic Bag Shop located at 1580 State Route 56 London, OH 43140.

Bidder Requirements
Bidders must certify their ability to complete the project and ship products within thirty (30) days after receipt of order. They must describe their experience in providing similar materials and affirm understanding of project requirements. Additionally:
- Provide samples within seven business days upon request.
- Submit warranty information for materials.
- Comply with all applicable state laws and regulations including those related to background checks for personnel entering correctional facilities.
