The purpose of this RFP is to solicit proposals for a qualified Contractor to provide a learning management system (LMS) that meets the needs of the Agency and the Ohio Central School System (OCSS).The Ohio Central School System consists of 28 schools within the State prison system, currently with 1,115 re-useable LMS seats which includes high school, career enhancement, and life skills students. OCSS also created a reentry course to support students as they transition back into their communities. In educating students, OCSS supplements life skills and career enhancement abilities, as well as reduce recidivism. The Agency already has Google Classroom and seeks a new LMS to integrate with it. Background
The State of Ohio, through the Department of Administrative Services, Office of Procurement Services, is issuing this Request for Proposals (RFP) on behalf of the Department of Rehabilitation and Correction (the Agency). The Agency is the largest in Ohio and operates the fifth largest prison system in the nation. Its mission is to reduce recidivism among incarcerated individuals.

The Ohio Central School System (OCSS), chartered in 1973, provides educational opportunities to incarcerated individuals across 28 schools within the State prison system. This RFP aims to solicit proposals for a qualified Contractor to provide a Learning Management System (LMS) that integrates with existing Google Classroom licenses and meets the evolving educational needs of OCSS, which currently has 1,115 re-usable LMS seats and approximately 10,000 Google Classroom licenses.

Work Details
The Contractor must implement a new LMS that fulfills the following requirements:

1. **General Requirements**: Must include context-aware access, a user-friendly interface, ADA compliance, and secure onboarding/offboarding for students.
2. **Solution Access**: Multiple administrative users should be able to manage student enrollment, track usage data, and ensure secure logins without social media access.
3. **Course Design**: The LMS must allow OCSS to create and manage courses that align with at least 75% of Ohio Academic Content Standards.
4. **Content Delivery**: Must support multiple languages and provide accommodations for varying reading levels.
5. **Assessments**: Educators should be able to grade submissions and provide real-time feedback.
6. **Tracking & Reporting**: Must offer comprehensive reporting capabilities exportable as Excel spreadsheets.
7. **Integration & Customization**: Must integrate seamlessly with Google Classroom and support various devices including Chromebooks.
8. **Security**: Must restrict access based on IP addresses provided by the Agency and not allow student-to-student communication.
9. **Training & Support**: Initial training for approximately 200 educators is required along with ongoing support available from 7 AM to 5 PM EST.

Period of Performance
The contract term will commence upon receipt of a State-issued purchase order and may be renewed at the State's discretion for one month at a time based on satisfactory performance.

Place of Performance
The services will primarily be performed within the State of Ohio across various correctional facilities where OCSS operates.

Bidder Requirements
Offerors must be registered with Ohio Shared Services to do business in Ohio. They must demonstrate financial stability and provide evidence of prior experience with similar projects. Additionally, Offerors must comply with all specified forms including Offeror Certification Form, Subcontractor Utilization Form, and others as detailed in the RFP.
