DRC APA Community Supervisees' Fee Management Supervision

Background
The Ohio Department of Rehabilitation and Correction (ODRC), Division of Parole and Community Service (DPCS) is seeking proposals for Community Supervisees’ Fee Management Supervision. The Adult Parole Authority (APA) supervises adult felony supervisees returning to local communities from prison, overseeing between 23,000 and 27,000 supervisees across Ohio. These supervisees are required to pay various fees associated with their supervision. The goal of this contract is to engage a qualified contractor to manage the collection of these fees through an electronic payment system, ensuring compliance with applicable laws and regulations.

Work Details
The contractor will be responsible for collecting monthly supervision fees and other associated fees from supervisees under the APA's supervision. This includes implementing a secure electronic payment system that allows for fee collection, email communication, and customer service support. The contractor must also track, document, and report fee payments accurately. Specific duties include:
1. Collecting monthly supervision fees ($20) and application fees ($85) for out-of-state transfers.
2. Managing additional fees as required by ODRC, including drug testing verification fees and treatment services fees.
3. Providing waivers for eligible supervisees based on financial hardship or other qualifying criteria.
4. Ensuring compliance with Sections 5120.56(D)(5) and 5149.03 of the Ohio Revised Code regarding fee collection.

Period of Performance
The initial term of the contract will run through June 30, 2027, with potential renewals based on mutual interest and funding appropriations by the Ohio General Assembly.

Place of Performance
The services will be performed throughout Ohio in various locations where APA supervisees reside.

Bidder Requirements
Offerors must be registered with Ohio Shared Services to do business in Ohio. They must also provide evidence of their capability to fulfill the requirements outlined in the RFP, including prior experience in similar projects.
