1.0 SCOPE AND CLASSIFICATION 1.1 Scope: It is the intent of the City of Columbus, Division of Water/Department of Public Utilities to obtain formal bids to establish a contract for the purchase of One (1) set of Four (4) Mobile Column Truck lifts to be used by Fleet maintenance staff for the repair and service of Water heavy equipment. 1.2 Classification: The contract resulting from this bid proposal will provide for the purchase and delivery of One (1) set of Four (4) Mobile Column Truck Lifts. All Offerors must document the manufacture certified reseller partnership. Bidders are required to show experience in providing this type of equipment and warranty service as detailed in these specifications. 1.2.1 Bidder Experience: The offeror must submit an outline of its experience and work history in these types of equipment and warranty service for the past five years. 1.2.2 Bidder References: The offeror shall have documented proven successful contracts from at least four customers that the offeror supports that are similar in scope, complexity, and cost to the requirements of this specification. 1.3 Specification Questions: Questions regarding this bid must be submitted on the Vendor Services portal by 11:00 am Monday, June 2, 2025 at 11:00 am. Responses will be posted on the RFQ on Vendor Services no later than Friday, June 6, 2025 at 11:00 am. 1.4 For additional information concerning this bid, including procedures on how to submit a proposal, you must go to the City of Columbus Vendor Services web site at http://vendors.columbus.gov/sites/public and view this bid number.
Background
The City of Columbus, Division of Water/Department of Public Utilities is seeking formal bids to establish a contract for the purchase of one set of four Mobile Column Truck Lifts. These lifts will be utilized by Fleet maintenance staff for the repair and service of water heavy equipment. The contract aims to ensure that the City has access to reliable and efficient lifting equipment that meets safety and operational standards.

Work Details
The contract involves the purchase and delivery of one set of four Mobile Column Truck Lifts, specifically Gray Manufacturing USA Model WPLS or an approved equal. Each lift must have a minimum capacity of 19,000 lbs and a minimum working height of 81 inches. The lifts should be capable of being configured in pairs of 2, 4, 6, or 8 and must include features such as onboard 110v charging capabilities, a touch screen control console, and digital encoders for synchronization.

Additionally, the contract includes four high lift jack stands with capacities of 20,000 lbs each, with height adjustments between 53 inches and 73 inches. Bidders must provide documentation proving their experience in supplying similar equipment and warranty services over the past five years, along with references from at least four customers.

Period of Performance
The contract is for a one-time purchase with delivery expected within a specified number of calendar days after receipt of order.

Delivery will be made to Watershed Fleet Garage located at 7600 Sunbury Rd, Westerville, OH 43081.

Bidder Requirements
Bidders must document their manufacturer certified reseller partnership and demonstrate experience in providing similar equipment and warranty services. They are required to submit references from at least four customers who have purchased similar equipment. All subcontractors used must have valid contract compliance certification.

Additionally, bidders must hold liability insurance with specified coverage amounts and provide workers' compensation insurance for all employees.
