Background
The Ohio Department of Developmental Disabilities (the Agency) is issuing this Request for Proposals (RFP) to solicit proposals for Pharmacy Consulting Services and Pharmaceuticals. The Agency operates eight Developmental Centers (DCs) across Ohio, which serve individuals with developmental disabilities requiring comprehensive medical, behavioral, and residential services. The goal of the contract is to ensure that individuals at the DCs can experience increasing capabilities and independence through effective medication management and consulting services.
Work Details
The Contractor must provide pharmacy consulting services and pharmaceutical distribution to individuals at the DCs. This includes:
- Dispensing medication with minimal disruption during admissions, stays, and discharges.
- Working with DC staff for reporting and billing.
- Conducting monthly and quarterly medication regimen reviews.
- Managing polypharmacy.
- Monitoring adverse drug events.
- Providing clinical support for complex conditions.
- Ensuring compliance with laws and regulations.
- Establishing contracts with local pharmacies.
- Delivering medications according to specified schedules.
- Processing prior authorizations.
- Maintaining individual profiles for each DC resident.
- Providing educational support to nursing staff.
- Implementing quality control procedures.
The Contractor must also provide a sufficient number of licensed pharmacists and pharmacy technicians, maintain necessary licenses, and comply with all applicable laws.
Period of Performance
The contract will commence upon receipt of a State-issued purchase order, with an anticipated start date of January 1, 2027. The State may renew the contract at its discretion for additional periods as specified in the draft contract.
Place of Performance
The services will be performed at the eight Developmental Centers located throughout Ohio.

Offerors must possess an Ohio Terminal Distributor of Dangerous Drug License issued by the Ohio State Board of Pharmacy, be registered with the DEA to distribute controlled substances, and provide evidence of registration with Ohio Shared Services. Additionally, Offerors must submit various forms including certifications related to their qualifications and experience in pharmacy consulting services.
