DNAP Hellbender Bluff Clean Up

Background
The Ohio Department of Natural Resources (ODNR) is issuing this solicitation under the H2Ohio Rivers Program, which aims to enhance the health of Ohio's rivers and streams. This specific project focuses on cleaning up a legacy illegal dump at Hellbender Bluff County Metro Park in Columbiana County. The dump poses a threat to water quality and local wildlife, including the endangered Hellbender Salamander. The project will involve the removal of various types of debris from an ecologically sensitive area to improve the habitat and water quality in the West Fork Little Beaver Creek.

Work Details
The contractor will be responsible for removing surface debris from a 7+ acre illegal dump site located within the ODNR Conservation Easement along the West Fork Little Beaver Creek floodplain. The scope includes:
1. Removal of over 300 scrap tires, concrete debris, old appliances, automobile parts, bottles, and other trash without disturbing sensitive habitats or vegetation.
2. Use of hand tools (pick, shovel) or cable/winch systems to extract debris while minimizing soil disturbance.
3. Compliance with Ohio Administrative Code for transporting scrap tires to licensed facilities.
4. Proper disposal of all other trash and debris at licensed facilities.
5. Coordination with ODNR, Park District, and Madison Township for scheduling and site access.
6. Provision of before-and-after photos documenting the cleanup efforts.

Period of Performance
The project must be completed by November 30, 2025.

Place of Performance
Hellbender Bluff County Metro Park, Madison Township, Columbiana County, Ohio.

Bidder Requirements
Contractors must hold a valid Ohio scrap tire transporter registration certificate or utilize a registered transporter for tire disposal. They must demonstrate experience with similar projects and provide a proposed timeline for completion. Additionally, contractors are required to comply with all applicable federal, state, and local laws during contract performance.
