DCY-C-2026-0207R Children Services Rate Analysis

Background
The State of Ohio, through the Department of Children and Youth (DCY), is seeking proposals for a Children Services Rate Analysis. This initiative aims to support children with complex needs entering the child services system by ensuring appropriate placements. The DCY has recognized significant cost increases for out-of-home placements and is working with stakeholders to stabilize these costs. The goal of this RFP is to conduct research and analysis on the out-of-home placement market, culminating in a detailed report on findings.

Work Details
The selected contractor will be responsible for:

1) Collecting data on out-of-home placement per-diem rates;
2) Creating or modifying a collection survey tool for online use;
3) Conducting a narrow cost analysis;
4) Developing statistical methodologies for analysis;
5) Preparing a comprehensive written report documenting survey results, system results, and county-specific results;
6) Providing ad hoc reporting as needed;
7) Presenting findings to DCY and relevant groups;
8) Delivering all raw data and materials gathered at project completion.

Period of Performance
The contract term will be defined in the draft contract but may include renewals at the discretion of the State based on performance and funding availability.

Place of Performance
The work will primarily take place within Ohio, focusing on Public Children Services Agencies across various counties.

Bidder Requirements
Offerors must be registered with Ohio Shared Services to do business in Ohio. They must also demonstrate prior experience in similar projects, provide proof of insurance, and submit required forms including Offeror Certification, Independent Contractor Acknowledgement, Subcontractor Utilization Form, and others as specified in the RFP.
