CANCELLATION REQUESTED BY AGENCYThe purpose of this RFP is to solicit proposals for the management and operation services that are required to operate and maintain the State of Ohio supported OnBase platforms. Background
The State of Ohio, through the Department of Administrative Services, is issuing this Request for Proposals (RFP) for OnBase Management and Operation Services. The goal is to solicit proposals for the management and operation services required to operate and maintain the State of Ohio supported OnBase platforms. This includes monitoring performance, performing upgrades, applying patches, and providing day-to-day support that includes level 2 and level 3 incident support.

The OnBase software suite has been implemented at various agencies since its selection in 2015, with 22 State agencies currently utilizing it as their Enterprise Document Management System (EDMS).

Work Details
The scope of work includes:

1. **System Administration of OnBase Software**: Develop and maintain a maintenance and upgrade release calendar; manage minor releases, ad-hoc patching, long-term releases, and enhancement packs; communicate required outages in advance.

2. **Day to Day Operational Requirements**: Act as system administrator handling daily tasks; maintain up-to-date software versions; provide quarterly System Health Check Reports; ensure EDMS availability during business hours.

3. **OnBase Software Upgrades**: Evaluate the system for upgrades; provide itemized lists of tasks involved in upgrades; ensure alignment with future cloud-based solutions; develop upgrade preparation worksheets and conduct thorough testing.

4. **Release Process and Calendar**: Establish a formal release calendar; develop release packaging rules including testing and validation procedures.

5. **Continuous Process Improvement**: Identify new initiatives for process improvements; facilitate biannual meetings with stakeholders to discuss improvement projects.

Period of Performance
The contract will commence upon receipt of a State-issued purchase order and will run through September 30, 2028, with potential renewals at the discretion of the State.

Place of Performance
The services will be performed within the State of Ohio across various state agencies that utilize the OnBase platform.
