Background
The State of Ohio, through the Department of Administrative Services, Office of Procurement Services, is issuing a Request for Proposals (RFP) for Microsoft Licensing Solution Providers (LSP).

The purpose of this RFP is to solicit proposals from suppliers certified by Microsoft to sell Microsoft products and services to state and local governments and eligible education customers. The State aims to establish contracts with at least two LSPs to provide discounted pricing on Microsoft products and services, ensuring that these offerings are accessible to all Affiliates regardless of size or purchasing volume. The State has existing agreements with Microsoft that allow for procurement at the lowest possible prices.

Work Details
The Contractor(s) must provide the following services:
1. Administer the purchasing of Microsoft licensing and support for the State and Affiliates.
2. Serve as a liaison between the State, Affiliates, and Microsoft.
3. Provide orientation and planning sessions regarding enrollment benefits.
4. Assume management of existing enrollments at the time of Contract award.
5. Offer flexible payment options including quarterly and annual payments.
6. Prepare monthly, quarterly, and annual reports detailing Affiliate acquisitions and savings realized under the Contract compared to commercial pricing.
7. Provide Unified Support services including technical staff, problem resolution, visits, subscriptions, and workshops.
8. Maintain compliance with various Microsoft agreements such as MCSA0092 and MSA0052.

Period of Performance
The term of the Contract will commence upon award and will continue through June 30, 2030.

The State may renew this Contract at its discretion for one month initially, with further renewals by mutual agreement not exceeding two additional years contingent upon funding appropriations.

Place of Performance
The contract work will primarily be performed in Ohio, with specific locations determined based on the needs of the State and its Affiliates.
