DAS - Active Directory Service Modernization RFP

Background
The State of Ohio, through the Department of Administrative Services, is issuing this Request for Proposals (RFP) for the Active Directory Service Modernization.

The goal is to solicit proposals to support the implementation of a full-featured Microsoft Entra ID service and expand existing enterprise Active Directory services. This initiative aims to enhance security, improve business continuity, and provide better functionality for over 120 state agencies and nearly 400,000 users. The modernization process is critical as it transitions from legacy systems to a more robust cloud-based solution.

Work Details
The contractor will provide technical staff to assist in various modernization task areas including:
1. **Defender for Identity** - Complete implementation for the Enterprise forest (50% complete) and agency forests (0% complete).
2. **Entra ID Single Sign-On** - Finalize leveraging Entra ID for Windows logon (50% complete).
3. **Entra Private Access** - Onboard applications to Entra Private Access (5% complete).
4. **Identity Protection and Conditional Access** - Implement conditional access policies (15% complete).
5. **Internal Public Key Infrastructure Modernization** - Analyze and implement new internal PKI (5% complete).
6. **LDAPS and RODC Traffic to Entra ID** - Switch traffic to use Entra ID (0% complete).
7. **M365 Zero Trust Implementation** - Analyze and implement Microsoft 365 Zero Trust framework (25% complete).
8. **Make Entra ID Authoritative** - Transition identity synchronization to Entra ID first (0% complete).
9. **Microsoft Identity Manager Modernization** - Migrate user management workloads to Entra ID (0% complete).
10. **Password-less Authentication** - Implement password-less authentication solutions (15% complete).
11. **Privileged Identity Management** - Implement PIM for Azure roles (5% complete).

The contractor will work closely with existing Microsoft 365 identity administrators and agency customers.

Period of Performance
The contract term will commence upon award and continue through June 30, 2026, with an option for one-month renewals at the State's discretion, not exceeding eight years in total.

Place of Performance
The work will primarily be performed in Ohio, with specific locations determined by the needs of the State's agencies.
