REQUIREMENTS/SPECIFICATIONSSection 1: IntentPurchase one (1) new automatic Dynamic Shear Rheometer (DSR) meeting AASHTO T 315 that is designed for asphalt binder testing plus additional accessories, if not already included. Shipping, training, installation, and onsite calibration to be included in the bid.Section 2: Contract Duration The effective duration of this contract shall be for twelve (12) months from the Date of Award. Section 2: Contract TypeThis is a one-time purchase for the Ohio Department of TransportationSection 3: Award TypeAward will be recommended to the lowest, responsive bidder.Section 4: Free-On Board (F.O.B. Destination) Ohio Department of Transportation, Office of Materials Management, 1600 West Broad Street, Columbus, Ohio 43223, Attn: Mason WilliamsSection 5: Delivery All deliveries made to a Department of Transportation facility must be made between the hours of 8:00 a.m. and 3:00 p.m., Monday through Friday, unless special permission is granted by the Department to temporarily waive or adjust this requirement.Section 6: Purchase Orders The awarded vendor must be able to provide the awarded vehicles through this contract and accept purchase orders throughout the entire duration of any resulting contract.Section 7: Price Adjustments All bid pricing shall not increase for the first sixty (60) calendar days after the date of the bid opening. Thereafter, a request for a price increase may be submitted in writing to the Department's Office of Contract Sales along with all documentation that supports the need for the price increase. No price increase will be effective until it is approved by the Department and the Vendor is notified of such approval in writing. The price increase will take effect upon the date the Vendor is notified. In the event that a price increase is accepted by the Department, the Vendor may not seek an additional price increase for at least thirty (30) calendar days. The Department reserves the right to reject any proposed price increase, or to cancel the contract if such action is determined to be in the best interest of the Department. In the event of a general price decrease, the Department shall be guaranteed full benefit of the price reduction for all undelivered purchase orders on the effective date of the decrease and thereafter. The Department will be entitled to a price decrease any time the Vendor sells a product or a service to any similarly situated customer for less than the price agreed to between the Department and the Vendor under this Contract. Any time the Vendor sells a product or provides a service to any customer or dealer for less than it is available to the Department under this Contract, the Vendor must notify the Department of that event within thirty (30) calendar days of its occurrence and immediately reduce the price of the affected goods or services to the Department under this Contract. If the Department believes it is appropriate, it will ask to renegotiate the price under this Contract of the goods and services affected by the general reduction in price. If the Vendor and the Department cannot agree on a renegotiated price, the Department will have the right, upon notice to the Vendor, to immediately remove the affected products and services from this Contract.Section 8: Product SpecificationsPurchase one (1) new automatic Dynamic Shear Rheometer (DSR) meeting AASHTO T 315 and T 350 with additional accessories listed below that is designed for asphalt binder testing with the following requirements and equipment: Power requirement will be 110/220V, 50/60Hz The footprint of the machine will not exceed 380 mm wide, 660 mm tall, and 530 mm deep The machine must have a temperature range of -5 C to 200 C and be able to meet a temperature gradient of 0.1 C The machine must be air-cooled and cannot require a liquid to be circulated (e.g., no water circulator required) The machine must meet a torque range of 0.1 to 150 mNm The machine must meet an angular velocity range of 0 to 157 rad/s and an angular frequency range of 10-4 to 628 rad/s The machine must be a single unit and cannot require an external controller The machine must not operate with a touchscreen The machine must come with a built-in illumination device for the sample area Must include 1 set of upper and lower measuring plates for 8 mm tests Must include 1 upper measuring plate and 3 lower plates for 25 mm tests. Do not include calibration items/kit in the bid, but calibration during installation is still required for the SmartPave DSR from Anton Paar. Do not include a separate computer in the bid, but the software must be included, and a copy of the software and license for the DSR must also be given to Ohio DOT IT. Ohio DOT will supply the computer. Provide minimum computer requirements with bid. The DSR should be the Anton Paar SmartPave 92 meeting the above requirements. We have an Anton Paar SmartPave 101 with the serial number 80313953 that we would allow a trade-in discount towards the lowest bidder. Provide trade-in credit as a separate item. Shipping, training, installation, and onsite calibration to be included in the bid. This must be done by the manufacturer or an approved company by the manufacturer. The maximum delivery date should be by May 30, 2025.
