Cuyahoga County HCD ConPlan and CAPER 2025

Background
The Cuyahoga County Department of Housing and Community Development is seeking a qualified consulting firm to assist in the development of a 5-year HUD approved Consolidated Plan (CONS) for the period from January 1, 2025, to December 31, 2029.
This plan aims to provide decent housing, suitable living environments, and expand economic activities within the county.
The contract includes the creation of a 1st year Action Plan and a Consolidated Annual Performance and Evaluation Report (CAPER).
The goal is to revitalize neighborhoods and enhance housing opportunities through comprehensive analysis and strategic planning.

Work Details
The selected consultant will be responsible for:
- Designing and implementing a Citizen Participation Plan and Process.
- Conducting a Community Profile.
- Performing Housing and Homeless Needs Assessments.
- Executing a Housing Market Analysis.
- Developing strategies to alleviate chronic homelessness.
- Addressing special population needs and public/assisted housing needs.
- Formulating a Lead Paint Hazard Reduction Strategy.
- Identifying community development needs in housing, neighborhood development, and economic development.
- Creating a 5-Year Strategic Community Development Plan.
- Identifying target housing and economic development areas.
- Preparing a 1-Year Action Plan for 2024-2025.
- Reviewing findings from the Analysis of Impediments to Fair Housing Choice (AI) as per the Affirmatively Furthering Fair Housing (AFFH) rule.
- Compiling the Consolidated Annual Performance and Evaluation Report (CAPER).
The consultant must ensure that all plans are submitted to HUD no later than July 15, 2025, with electronic submission through the E-Con Planning Suite/IDIS being their responsibility.

Period of Performance
The contract will commence upon award and will cover the period from January 1, 2025, through December 31, 2029, with specific deadlines for deliverables including the CAPER due by March 31, 2025.

Place of Performance
The work will primarily take place in Cuyahoga County, Ohio.
