Background
Cuyahoga County's Department of Housing and Community Development is seeking a qualified consulting firm to conduct an Analysis of Impediments to Fair Housing Choice as part of its commitment to affirmatively further fair housing. This analysis is essential for identifying barriers to fair housing and ensuring compliance with federal regulations, particularly in relation to the Community Development Block Grant (CDBG) and HOME Investment Partnerships (HOME) funds.

The analysis will inform the County's Five-Year Consolidated Plan and address fair housing issues for the period 2026-2031.

Work Details
The selected consultant will be responsible for:
- Producing a Draft Analysis of Impediments to Fair Housing Choice (AI) and a Final AI for submission to HUD.
- Examining demographic, income, employment, and housing data relevant to fair housing.
- Reviewing state and local laws affecting fair housing, including an assessment of existing fair housing programs.
- Evaluating public and private conditions impacting fair housing choices for all protected classes.
- Identifying impediments to fair housing based on race, color, religion, sex, disability, familial status, or national origin.
- Providing conclusions and actionable recommendations with milestones and measurable results.
- Ensuring compliance with Title 24 regulations regarding the submission of this study.
- Preparing a final report that is succinct, simple, visual, and transferable for community distribution.

Period of Performance
The report must be completed by May 31, 2025, with submission to HUD no later than July 15, 2025.

Place of Performance
The work will primarily take place in Cuyahoga County, Ohio.
