Contracted Paratransit Service

Background
The Greater Cleveland Regional Transit Authority (GCRTA) is seeking proposals for contracted Paratransit services to comply with the Americans with Disabilities Act (ADA) requirements. The goal is to provide complementary Paratransit service to eligible individuals who cannot use GCRTA's fixed route service. This contract will span three years, with two one-year options, and aims to ensure that all eligible trip requests are executed under a 'No Denial' policy.

Work Details
The contractor will provide ADA Paratransit service 24 hours a day, every day of the year, covering trips originating or ending within Cuyahoga County and extending up to ¾ miles into adjacent counties. Services must accommodate passengers who may be ambulatory or require mobility devices.

The contractor must monitor driver activity using real-time GPS and maintain communication with GCRTA dispatch. Projected trip volume includes up to 260,000 service hours, 3,500,000 revenue miles, and 450,000 passenger trips annually. Pricing proposals should be based on revenue hours, mileage, or per-trip costs.

The contractor is responsible for providing all personnel necessary for operations including management, drivers, dispatchers, and maintenance staff. Vehicles must meet specific accessibility standards with at least 50% being wheelchair accessible and must not exceed seven years in age.

Period of Performance
The contract will be performed over three years with two optional one-year extensions.

Place of Performance
Cuyahoga County and potentially extending into Lorain, Summit, Geauga, or Lake Counties.

Bidder Requirements
Proposers must meet a 28% Disadvantaged Business Enterprise (DBE) participation goal. They are required to submit various certifications including non-discrimination affidavits and compliance with federal regulations regarding drug testing for employees. Proposals must include evidence of relevant experience and qualifications of key personnel.
