Com Notice For Annual Report Of Unclaimed Funds

Background
The State of Ohio, through the Department of Administrative Services, General Services Division, is issuing this Invitation to Bid (ITB) for the purpose of obtaining a contractor to provide Notice for the Annual Report of Unclaimed Funds. This initiative is aimed at ensuring compliance with Ohio law requiring businesses to file unclaimed funds reports with the Division of Unclaimed Funds.

Work Details
The contractor will be responsible for producing 459,875 (quantity may vary) 9” x 6” Unclaimed Funds postcards. The specifications include:

- Size: 9” x 6”
- Stock: 10pt CIS Cover White
- Presswork: Print two sides, head-to-head on gloss coated stock
- Ink: 4 color process
- Finished trim size: 9” x 6”
- A PDF will be provided to the selected vendor for printing.

The postcards must include a maximum of six address lines and suppress any blank lines. The contractor must also NCOA and CASS certify the address list supplied by the Department of Commerce. Approximately 367,500 postcards are to be mailed, adhering to U.S. Postal Service regulations for Standard Class carrier route mailings. The contractor must ensure that all mailings are sorted and delivered in compliance with postal regulations to obtain the lowest possible postage rate.

Period of Performance
The delivery of unmailed postcards is required by June 30, 2025, with mailing requested between June 1, 2025, and June 15, 2025.

Place of Performance
The work will be performed in Columbus, Ohio, specifically at the Ohio Department of Commerce located at 77 S. High Street, 20th Floor.

Bidder Requirements
Presswork shall not be subcontracted under this contract. Bidders must complete an Affirmation and Disclosure Form prior to award and disclose any changes in service locations or data handling as per state regulations.
