Background
The City of Westerville, Ohio, is seeking proposals for Cold Beverage Vending Services to support its Parks and Recreation Department. The City is recognized for its vibrant community and excellent recreational facilities, aiming to enhance the experience of its 40,000 residents through quality services. This RFP presents an opportunity for vendors to provide exclusive vending services that align with the City's mission to offer premier parks and recreation facilities.
Work Details
The Successful Offeror will provide cold beverage vending services at specified locations within the City, including:
1) Westerville Community Center (3 vending machines)
2) Westerville Sports Complex (2 seasonal vending machines)
3) Highlands Park Aquatic Center (2 seasonal vending machines).
Additionally, the contractor must supply two soda fountain dispensing machines with eight dispenser heads at the Aquatic Center. All vending machines must be in new or like-new condition, equipped with dollar bill validators and PCI-compliant card readers. The contractor will also be responsible for installation, maintenance, and servicing of all machines within eight hours of a service call.
The products stocked should include a variety of beverages such as soft drinks, juices, bottled water, energy drinks, and sports drinks. Pricing for items will be mutually agreed upon but should reflect fair market value.
Period of Performance
The initial contract term is two years starting from July 1, 2026, through June 30, 2028. There is an option for renewal for up to three additional one-year periods at the City's discretion.

Services will be performed at various locations in Westerville, Ohio including the Westerville Community Center, Westerville Sports Complex, and Highlands Park Aquatic Center.
Bidder Requirements
Vendors must have a minimum of three years' experience providing similar cold beverage vending services. The Successful Offeror must comply with all applicable laws and regulations and provide proof of liability insurance coverage of at least $1 million. Additionally, they are required to submit a Noncollusion Affidavit and Personal Property Tax Affidavit as part of their proposal.
