Coalition- Re-entry Informal RFP

Background
The Cuyahoga County Department of Health and Human Services Office of Reentry is seeking a consultant to assist in establishing a Reentry Coalition aimed at addressing the complex needs and barriers faced by individuals returning to their communities post-incarceration.
The coalition's goal is to enhance support systems that reduce recidivism and improve reentry outcomes, particularly focusing on employment assistance, housing stability, and access to healthcare.

Work Details
The consultant will be responsible for guiding the formation of the Reentry Coalition, which includes:
1. Developing a comprehensive stakeholder engagement plan identifying key partners and their roles.
2. Creating a finalized mission, vision, and values statement for the coalition.
3. Establishing a coalition structure with defined committees and governance documents.
4. Formulating a strategic action plan with specific goals related to employment, housing, mental health, etc., including timelines and performance indicators.
5. Designing a sustainability strategy for ongoing operations and funding opportunities.
6. Facilitating bi-monthly coalition meetings with detailed agendas and tracking of action items, along with regular progress reports on coalition activities.

Period of Performance
The contract will commence on October 1, 2025, and conclude on September 30, 2026.

Place of Performance
Cuyahoga County, Ohio.

Bidder Requirements
Bidders must demonstrate verifiable experience in coalition building or facilitation within criminal justice reform or social services sectors.
They should have the ability to engage with diverse stakeholders and possess experience in strategic planning and community organizing.
Additionally, contractors must maintain specific insurance coverage including Worker’s Compensation, General Liability, Cyber Risk Insurance, and Professional Liability Insurance as outlined in the solicitation.
