Background
The City of Kirtland is issuing a solicitation for construction inspection and administration services related to the resurfacing of Kirtland Chardon Road, which is approximately 0.72 miles long. The project aims to enhance the roadway through pavement planning, base repairs, curb and gutter replacement, and resurfacing. The estimated construction cost for this project is $673,537.37.

Work Details
The contractor will provide Construction Inspection and Construction Administration services that include:
- Daily field engineering and inspection
- Materials management, testing, and certification for asphalt, concrete, and aggregate
- Documentation of quantities completed and accepted
- Monitoring of project documentation
- Payment certifications for contractor payments
- Final inspections and acceptance of work.

Specific personnel required include: Project Inspector 1, Soils & Aggregate Inspector, Construction Engineer Level 2, and a Documentation Clerk. The consultant must comply with ODOT’s Construction Administration Manual of Procedures.

Period of Performance
The contract is anticipated to be awarded on March 16, 2026, with construction beginning on April 27, 2026, and concluding by August 28, 2026.

Place of Performance
The work will be performed on Kirtland Chardon Road from Sperry Road to the east corporation limit of the City of Kirtland in Lake County.

Bidder Requirements
Bidders must meet prequalification requirements set by ODOT for various categories including construction inspection activities. Only individuals (not firms) can be prequalified for these roles. Additionally, all engineering and design-related services must comply with financial management system evaluations as per federal requirements.
