City of Canton Ohio Cast Remediation Consultation and Oversight - RFP

Background
The City of Canton, Ohio is seeking proposals from qualified environmental consultants to oversee the implementation of remedial actions at the former Ohio Cast Facility located at 2408 13th Street NE, Canton, Stark County, Ohio. The goal of this contract is to ensure compliance with applicable environmental standards while preparing bid specifications for remediation contractors.

The site has a history of casting operations dating back to the 1890s and has been identified as contaminated, requiring remediation under the Ohio EPA Voluntary Action Program (VAP).

Work Details
The selected environmental consultant will provide the following services:
- Review existing environmental assessment and remedial action plan (RAP) documentation.
- Assist in developing detailed bid specifications for remediation contractors.
- Provide oversight during contractor procurement and selection.
- Monitor field activities during remediation implementation.
- Document remediation progress and compliance with VAP standards.
- Coordinate with Ohio EPA and other stakeholders as needed.

Responsibilities include ensuring proper implementation of soil and groundwater remediation activities, verifying contractor compliance with bid specifications, maintaining photographic and written documentation of field activities, approving sources of clean fill and disposal manifests, providing technical guidance on trench excavation and oil recovery operations, and preparing verification sampling plans.

Period of Performance
The estimated duration of the project is approximately 14 months, including field work, documentation, and Ohio EPA review.

The contract will be performed at the former Ohio Cast Facility located at 2408 13th Street NE, Canton, Stark County, Ohio.

Bidder Requirements
Bidders must be Certified Professionals under Ohio's Voluntary Action Program (VAP). Additionally, successful proposers are required to comply with the City Contract Compliance Program regarding equal employment opportunity. They must submit proof of liability insurance coverage of at least $1 million and workers' compensation insurance. Proposals should include a company profile, relevant experience, resumes of key personnel assigned to the project, a detailed scope of work and approach, project schedule and milestones, fee structure and cost estimate.
