Cable TV Services - DRC260035 - DCI

Background
The Ohio Department of Rehabilitation and Correction (ODRC) is the largest agency in Ohio, overseeing a significant prison system with a mission to reduce recidivism. The Dayton Correctional Institution, part of this system, is seeking bids for Cable TV Services to enhance the living conditions of incarcerated individuals. This solicitation aims to provide cable services to approximately 900 inmates at the facility, ensuring access to entertainment and educational programming.

Work Details
The contractor will provide coax cable TV services to 900 incarcerated persons at their bed areas and in Day Room televisions. The existing coax cable infrastructure is already in place. Vendors may utilize the facility’s current satellite system equipment, which offers access to nineteen required channels.

The proposal must include pricing for monthly billing of satellite receivers, equipment costs, service calls, repairs, and warranty coverage. Required channels include A&E, ESPN, AMC, CNN, and many others totaling 78 channels. The contractor must also ensure service implementation within 30 days of contract award.

Period of Performance
The initial term of the contract will be from July 1, 2025, through June 30, 2027. There is an option for mutual agreement on renewals for up to four additional years.

Bidder Requirements
Bidders must document previous experience providing cable TV services in at least three similar facilities within the past five years. They must also provide a statement of understanding regarding the needs of the DCI Cable TV Service Project and affirm their ability to meet implementation timelines. Additionally, bidders are required to comply with all state laws regarding licensing and permits necessary for service provision.
