BWC Audit Assignment and Tracking Application

Background
The Ohio Bureau of Workers' Compensation (BWC) is seeking proposals for an automated tracking, scheduling, and communication tool to enhance its premium audit processes. BWC operates the largest exclusive state insurance fund system in the U.S., managing approximately $1.6 billion in annual premiums. The current system, Audit Tracking 2K, is outdated and contains nearly 20 years of data that needs to be transitioned to a more efficient online platform. The goal is to improve the efficiency of audit assignments and tracking while potentially allowing for online self-audits by small to medium-sized employers.

Work Details
The contractor will develop an Audit Assignment and Tracking Application that must:
- House BWC policies for audit assignment and track audits by auditor.
- Generate audit notification letters and instruction letters.
- Produce reports on audit findings, auditor production, and time spent.
- Allow audit reviewers to review audits and reassign them if necessary.
- Upload audited payroll data into BWC's CoreSuite system.
- Include an online self-audit process for small to medium-sized employers.
- Ensure compliance with BWC's reporting requirements and provide a pre-existing, customizable off-the-shelf product.

Period of Performance
The contract term will be defined in the Draft Contract (Part 8), with potential renewals at the State's discretion based on performance and funding appropriations.

Place of Performance
The work will primarily take place within the State of Ohio, utilizing a web-accessible Software as a Service (SaaS) solution.

Bidder Requirements
Offerors must demonstrate experience implementing similar automated tracking solutions in insurance or workers' compensation settings. The proposed solution must be a pre-existing product that can be customized. Offerors must also be registered with Ohio Shared Services to do business in Ohio.
