BOE Cleveland Redistricting Letters

Background
The Cuyahoga County Board of Elections (CCBOE) is responsible for overseeing elections in the county. They are issuing a request for bids to print and mail redistricting letters to Cleveland voters due to recent modifications made by the Cleveland City Council to ward boundaries. This contract aims to ensure that voters are informed of their new voting locations and precinct assignments ahead of the May 6, 2025 Primary Election.

Work Details
The vendor will provide the following services:
- Printing of approximately 260,000 redistricting letters on 20#/60 bond paper, consisting of one single-sided sheet with color printing. Variable data will be included in highlighted sections.
- Printing of #10 window envelopes with specific requirements including 'Return Service Requested' or 'Do Not Forward' printed on them, as well as CCBOE presort indicia.
- Providing 276 PDF proofs for approval prior to printing.
- Folding (z-fold) the letters and inserting them into envelopes so that variable data is visible through the envelope window.
- Mailing services must separate letters by ZIP code and deliver them to USPS by April 4, 2025, at the specified Business Mail Entry Unit in Cleveland. Any errors detected must be corrected at the vendor's expense. Unused envelopes should be delivered back to CCBOE after the project deadline.

Period of Performance
The contract work is scheduled to be completed by April 4, 2025, with all letters mailed by this date.

Place of Performance
The services will be performed in Cleveland, Ohio, specifically at the USPS Business Mail Entry Unit located at 2400 Orange Ave, Cleveland, OH 44101.
