Belmont County Animal Shelter

Belmont County Commissioners are inviting sealed bids from contractors for the construction of a new animal shelter. The project involves a single-story, slab-on-grade, Omniblock structure with a total area of approximately 14,100 square feet, located at 68401 Hammond Rd., St. Clairsville, OH 43950.

Bid documents, specifications, and drawings can be obtained from SE Blueprint Co. at 520 South Main Street, Suite 2411, Akron, OH 44311, and are available at the cost of reproduction and shipping. Refunds will not be provided. Additionally, these documents can be examined without charge during business hours at TC Architects, located at 430 Grant Street, Akron, Ohio 44311. Bidders should contact the office in advance to confirm the availability of the documents.

Physical bids must be submitted by 11:15 a.m. local time on Wednesday, October 14, 2026, and will be publicly opened immediately at the Belmont County Commissioners Office at 101 W Main St., St. Clairsville, OH 43950. Please note that electronic bids will not be accepted.

Bids must include bid security of no less than ten percent (10%) of the bid amount, including any alternates, payable to Belmont County Commissioners Office. All bids should adhere to the specified products and systems. Any questions or requests for substitutions should be directed to the Architect's office by 11:00 a.m. on Wednesday, September 30, 2026. A Pre-Bid meeting is scheduled for Wednesday, September 23, 2026, at 1:15 p.m. at 101 W Main St., St. Clairsville, OH 43950. Attendance is encouraged but not mandatory.

Belmont County Commissioners reserve the right to cancel any solicitation and to accept or reject any bid, in whole or in part, for valid reasons when it serves the best interest of Belmont County.
