The University of Akron (UA) is exploring an onsite battery energy storage system aimed at achieving energy cost savings and cost avoidance through a vendor-financed approach. The University seeks proposals from experienced vendors knowledgeable in battery energy storage solutions for the design, building, financing, operations, and maintenance of the system. The project is driven by the need to manage rising distribution, transmission, and generation costs associated with electricity consumption exceeding 80 million kilowatt-hours annually.
Work Details
The selected vendor will be responsible for designing, engineering, installing, financing, and operating/maintaining a battery energy storage system solution. Proposals must include pricing for a minimum 7 MW battery storage solution along with necessary ancillary equipment and design services to obtain approvals from relevant authorities. Respondents are encouraged to propose alternative solutions that may enhance project value.
The ideal solution should target:
- Capacity coincident peak management
- Time-of-use arbitrage
- PJM market participation
- Flattening of monthly peak billed demand
- Sustainability initiatives
The proposal should also include a plan for ongoing operations and maintenance (O&M), detailing anticipated maintenance schedules, expected life of equipment, training opportunities for university personnel, response times for addressing system issues, and insurance costs.
Period of Performance
The contract period will be determined based on the proposal's financial structure but must comply with Ohio Revised Code 3345.64 regarding repayment requirements over a maximum of 15 years.
