Assorted Brown Kraft Envelopes And Specialty Paper

Background
The State of Ohio, through the Department of Administrative Services - General Services Division, is issuing this Invitation to Bid (ITB) to procure assorted brown kraft envelopes and specialty paper.
The goal of this contract is to fulfill the one-year requirements for various state agencies, including the Ohio Department of Administrative Services - State Printing and Ohio Penal Industries (OPI), ensuring that these paper products meet specific printing and mailing needs.

Work Details
The contractor will provide the following products:
1. Envelopes:
- 28# Brown Kraft Catalog Envelopes in sizes 6" x 9", 9" x 12", and 10" x 13" with an estimated annual usage of 10,000 each.
- 28# Brown Kraft Booklet Envelopes in sizes 6" x 9", 9" x 12", and 10" x 13" with an estimated annual usage of 10,000 each.
- A6 White 60# Text Envelopes with an estimated annual usage of 1,000.
- A7 White 60# Text Envelopes with an estimated annual usage of 1,000.
2. Production Paper:
- Premium #1 White Laser Paper, size 12" x 18", with an estimated annual usage of 100,000 sheets.
All envelopes must be constructed using durable brown kraft paper with full gummed flaps and must be free from defects such as lint or foreign particles.
Packaging requirements include a minimum quantity of 250 envelopes per package and proper labeling for shipping.

Period of Performance
The contract period will be from July 2, 2026, to July 2, 2027.

Place of Performance
The majority of deliveries will occur within the State of Ohio; however, there may be occasional out-of-state shipments.

Bidder Requirements
Bidders must ensure that presswork is not subcontracted under this contract. Additionally, bidders are required to provide the name(s) and location(s) where services will be performed and where state data will be stored.
Bidders must also affirm compliance with applicable Executive Orders regarding offshore services.
