Background
The Greater Cincinnati Water Works (GCWW) is issuing this Request for Proposals (RFP) for a comprehensive Advanced Metering Infrastructure (AMI) solution. The agency provides drinking water to over 245,000 metered accounts in the Greater Cincinnati area, including residential, commercial, industrial, wholesale, and government accounts. The current Automatic Meter Reading (AMR) system is reaching the end of its useful life, prompting the need for an upgraded AMI solution that enhances customer experience and operational efficiencies.
Work Details
The contractor will provide a complete AMI solution that includes:
- Design and installation of meters ranging from 5/8" to 3" in diameter (totaling approximately 245,198 meters).
- Installation of endpoints on larger meters (4" and above).
- Provision of associated AMI system technology and a network to collect meter reads across the service territory.
- Installation services for both meters and endpoints.
- Integration with existing IT systems such as Oracle’s Customer Cloud Service (CCS) and adherence to specified functional and technical requirements outlined in Attachment 5: AMI Systems and Installation Requirements Workbook.
- The contractor must demonstrate proven solutions with prior successful deployments of similar size.
Period of Performance
The contract period will begin upon contract signing in April 2026, with deployment starting in Q4 2026. Full meter deployment is expected to be completed by March 2031.
Place of Performance
The services will be performed within the Greater Cincinnati area where GCWW operates.
Bidder Requirements
Bidders must comply with various requirements including:
- Submission of a Non-Disclosure Agreement (NDA) prior to accessing detailed project information.
- Demonstration of experience with similar projects.
- Compliance with GCWW’s Equal Employment Opportunity Program and Small Business Enterprise goals.
- Provision of performance surety in the amount of $5,000,000.
- Registration under Vendor Self Service (VSS) at the time of award.
