Air Testing Services for MSD

Background
The City of Cincinnati, through its Office of Procurement, is seeking bids for air testing services for the Metropolitan Sewer District (MSD).
The purpose of this contract is to ensure compliance with environmental regulations and standards set forth by the Ohio Environmental Protection Agency (EPA) for emissions from fluidized bed incinerators located at the Mill Creek Wastewater Treatment Plant.
The contractor will be responsible for conducting various tests to monitor air quality and emissions, thereby supporting the City's mission to protect public health and the environment.

Work Details
The contractor will provide comprehensive air testing services including:
1. Conducting Continuous Emission Monitors (CEMS) annual Relative Accuracy Test Audit (RATA) for CO, SO2, oxygen, and flow monitors on three fluidized bed incinerators.
2. Performing annual Sewage Sludge Incineration (SSI) Maximum Achievable Control Technology (MACT) performance tests for pollutants including particulate matter, SO2, NOx, CO, Dioxins/Furans, HCL, Mercury, Lead, and Cadmium.
3. Conducting emissions performance tests as per Title V Permit P0098265 for PM and NOx on one incinerator.
4. Preparing test protocols and coordinating with MSDGC personnel and Ohio EPA for scheduling tests.
5. Analyzing results and submitting draft reports within 30 days and final reports within 45 days post-testing.

Period of Performance
The contract will commence upon execution and will last for an initial period of twelve (12) months with options to renew for two additional twelve-month periods at the discretion of the City.

Place of Performance
All services will be performed at the Mill Creek Wastewater Treatment Plant located at 1600 Gest St., Cincinnati, Ohio 45204.

Bidder Requirements
Bidders must comply with all applicable laws including those related to Equal Employment Opportunity (EEO) and must submit required forms including a Subcontractor Utilization Plan.
Bidders are encouraged to utilize Small Business Enterprises (SBEs) in their proposals but there are no specific SBE participation goals set for this contract.
