Description

The purpose of this request is for the selection of a vendor to provide consultant services on an indirect cost rate proposal (ICRP) in accordance with the costing principles contained in the Code of Federal Regulations (2 CFR Part 200) under the Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards.
Background
The Ohio Attorney General’s Office (AGO) is seeking a vendor to provide consultant services for the development of an Indirect Cost Rate Proposal (ICRP) in compliance with the costing principles outlined in the Code of Federal Regulations (2 CFR Part 200).
The AGO, led by Chief Law Officer Dave Yost, serves various state agencies and manages a budget of approximately $436 million, including over $200 million in federal funding.
The purpose of this contract is to facilitate the AGO's ability to draw federal funds for indirect costs associated with its programs.

Work Details
The selected consultant will be responsible for developing, preparing, and submitting an Indirect Cost Rate Proposal (ICRP) to the AGO’s federal cognizant agency, the Office of the Chief Financial Officer at the Department of Justice.
Key tasks include:
- Developing or revising the ICRP and supporting documentation.
- Preparing required schedules and documents per 2 CFR Part 200.
- Preparing a final report or submission-ready proposal that includes:
- An organization chart showing agency structure during the applicable period.
- An approved Central Service Cost Allocation Plan.
- Financial statements prepared by a certified public accountant or state auditor.
- A schedule of indirect costs identified by expense category.
- Certification that the ICRP was prepared in accordance with 2 CFR 200.
- A listing of grants and contracts by Federal agency, including amounts and indirect cost limitations.
All miscellaneous items or other costs must be itemized separately.

Period of Performance
The initial term for consultant services will begin on or after July 1, 2025, and conclude on or before June 30, 2026.
The AGO has an option to renew these services for an additional term from July 1, 2026, to June 30, 2027.

Place of Performance
Services will be performed at locations designated by the Ohio Attorney General’s Office in Columbus, Ohio.

Bidder Requirements
Bidders must comply with all applicable regulations and provide evidence of their qualifications to perform the required work.
They must also provide three client references for similar work performed within the last three years.
