Background
The Ohio Attorney General’s Office (AGO), led by Chief Law Officer Dave Yost, is responsible for advocating for consumers and victims of crime, assisting the criminal justice community, providing legal counsel for state offices and agencies, and enforcing state laws. The AGO's Bureau of Criminal Investigation (BCI) Laboratory Division is seeking quotes for hazardous and non-hazardous waste removal services from various locations in Ohio.
Work Details
The selected vendor will manage, characterize, label, package, manifest, transport, store, treat, and dispose of hazardous and non-hazardous waste generated by BCI laboratories. Waste typically comes in 5-gallon poly-pails and includes:
- UN2924: Waste Flammable Liquids (Ethanol, Hydrochloric Acid) - Hazard Class 3 & 8
- UN1993: Waste Flammable Liquids (Ethanol, Acetone) - Hazard Class 3
- UN2821: Phenol Solutions - Hazard Class 6.1
- UN1760: Waste Corrosive Liquids (Guanidinium Thiocyanate) - Hazard Class 8
- Non-Hazardous Regulated Material (Formamide)
- UN3077: Environmentally Hazardous Substance S - Hazard Class 9
Additionally, the vendor will remove other waste such as universal waste (batteries, fluorescent bulbs), used machine oil, aerosols/canned air, and broken glass/test tubes in specified containers. Services will be provided quarterly at three BCI locations: London, Bowling Green, and Richfield.
Period of Performance
The initial term for the services will begin on or after July 1, 2025, concluding on or before June 30, 2027. The AGO has the option to renew the services for two additional two-year terms until June 30, 2031.
Place of Performance
Services will be performed at the following locations in Ohio:
- BCI London – 1560 State Route 56 SW; London, OH 43140
- BCI Bowling Green – 750 North College Drive; Bowling Green, OH 43402
- BCI Richfield – 4055 Highlander Parkway, Suite A; Richfield, OH 44286.

Vendors must possess an Environmental Protection Agency (EPA) permit for disposal of all applicable waste codes. They must comply with EPA regulations as well as those from the Department of Transportation (DOT), Occupational Safety and Health Administration (OSHA), and Ohio EPA. Vendors are required to provide necessary hazardous waste containers that meet applicable laws.
