Background
The Tri-Cities North Regional Wastewater Authority, located in Dayton, Ohio, is undertaking comprehensive improvements at the North Regional Wastewater Treatment Plant. The goal of this contract, identified as Contract 2024-1, is to enhance plant capacity from an average of 11.2 million gallons per day (mgd) to 17.3 mgd and to meet upcoming regulatory requirements while upgrading aging infrastructure.

Strand Associates, Inc. has been engaged as the engineer and advisor for this project.

Work Details
The scope of work under the CMAR (Construction Manager at Risk) contract includes:
- Demolition of existing structures such as random media trickling filters and nitrification towers.
- Construction of improvements at the main pump building including coarse screens and sluice gates.
- Construction of a new headworks building with bar screens and vortex grit removal systems.
- Installation of new mechanisms for existing clarifiers and construction of a biological nutrient removal (BNR) system.
- Rehabilitation and expansion of existing chlorine contact tanks and construction of new post-aeration tanks.
- Improvements to the digester system including rehabilitation of covers and installation of new gas safety equipment.
- Replacement or installation of new electrical service entrances, motor control centers, pumps, plumbing, HVAC equipment, and yard piping.
- Lining of an existing 42-inch-diameter outfall sewer with cured-in-place pipe liner.
- Site grading, landscaping, and paving adjacent to new structures.

Period of Performance
The anticipated start date for pre-construction activities is April 1, 2025. Construction is expected to commence around October 1, 2026, with a duration of approximately three years.

The contract will be performed at the North Regional Wastewater Treatment Plant located at 3777 Old Needmore Road, Dayton, OH 45424.
