801G-26 Asphalt Concrete, Bituminous Mixes, Equipment Rental, and Material Hauling

Background
The Ohio Department of Transportation (ODOT) is issuing this invitation to bid to establish a term contract for Asphalt Concrete, Bituminous Mixes, Labor rates, Material Hauling, and Equipment rental.

The goal of this contract is to ensure that all materials and services provided comply with the current ODOT Construction & Material Specification Book (C&MS) at the time of award. This solicitation is exclusively set aside for Minority Business Enterprise (MBE) bidders certified by the State of Ohio.

Work Details
The contractor will provide the following services and materials:
1. Asphalt Concrete and other Bituminous Mixes as per specifications in the C&MS;
2. Labor rates for various tasks related to asphalt work;
3. Material Hauling services;
4. Equipment rental as required for the execution of the contract.

All mixing operations and plants supplying material must meet applicable requirements in the C&MS. The Job Mix Formula (JMF) will be provided by ODOT or the Contractor/Producer as directed for each Purchase Order (PO). Quality control measures include sampling and testing as per specified tolerances. Additional requirements include milling, planing, grinding operations, and compliance with environmental regulations regarding dust control during construction activities.

Period of Performance
The effective duration of this contract shall be from the Date of Execution through February 28, 2026.

Place of Performance
The geographic locations for performance include various plant locations throughout Ohio where asphalt concrete and related services will be provided.
