Background
The City of Columbus is seeking to establish an Indefinite Quantity Agreement for Compost Materials Testing Services. The goal of this contract is to provide necessary testing services on an as-needed basis, ensuring compliance with the US Composting Council's Seal of Testing Assurance (STA) Program.

Work Details
The awarded vendor will provide compost materials testing services, which include:

1. C10 Package - Ag Components (C10-ASHIP): Testing for Moisture Solids, Total Nitrogen, Phosphorus, Potassium, Calcium, Magnesium, Organic Matter, Organic Carbon, C:N Ratio, pH, Soluble Salts, Manmade Inerts (foreign materials), Germination Test (Emergence and Vigor), Respiration Test, Particle Size Distribution, and Fecal Coliform (Class A).

2. C10 Package - Env Components (C-10E): Testing for EPA 503 Heavy Metals including Arsenic (As), Cadmium (Cd), Chromium (Cr), Copper (Cu), Mercury (Hg), Molybdenum (Mo), Nickel (Ni), Lead (Pb), Selenium (Se), and Zinc (Zn).

3. Fecal Coliform testing with Pass-Fail results and retesting for Moisture at 70°C. The vendor is responsible for transporting all samples and must ensure that all packaging for monthly testing and overnight shipping costs from the City of Columbus Compost Facility to the lab are included in the pricing.

Period of Performance
The contract will be effective from the date of execution through June 30, 2027.

Place of Performance
The services will be performed at the Compost Facility located at 7000 Jackson Pike, Lockbourne, OH 43137.

Bidder Requirements
The testing laboratory must be accredited by the US Composting Council's Seal of Testing Assurance (STA) Program using TMECC protocols. Prices shall be FOB Destination Freight Prepaid & Allowed unless otherwise specified.
