Background
The Ohio Department of Transportation (ODOT) is seeking qualified Proposers to provide Origin-Destination (OD) data through a web-based interface. The goal of this contract is to enhance transportation planning and analysis by providing accurate and accessible OD data that can be utilized by ODOT, local governments, metropolitan planning organizations, universities, transit agencies, and other state agencies in Ohio.
Work Details
The Proposer will deliver a comprehensive dataset capable of querying OD information where either the origin or destination is within Ohio or bordering counties. Key functionalities include:
- Regional OD flows between user-defined areas (Traffic Analysis Zones) or standardized areas (census tracts, counties).
- OD flows on specific roadway segments and their travel sheds.
- Matching OD flows with ODOT supplied volume totals for analyzing weaving movements on freeways.
- Distinguishing modes of travel (cars, trucks, buses, bikes, pedestrians).
- Analyzing temporal changes in OD flows and characteristics.
Access to the data will be internet account-based for authorized users only, with provisions for temporary access to consultants working on public agency projects. The dataset must reflect vehicle mixtures using public roadways and include detailed discussions on accuracy, availability of historical data, and methods for querying the dataset effectively.
Period of Performance
The contract duration is set for one year from the execution date, with ODOT having the option to extend the contract for two additional one-year periods.
Place of Performance
The services will be performed primarily within the state of Ohio and may include data relevant to counties bordering Ohio.
Bidder Requirements
Proposers must demonstrate qualifications including experience with transportation use cases involving OD data services.
