Description

The Ohio Department of Transportation (hereafter referred to as the Department) is seeking bids for dry pavement marking retroreflectivity measurements collected with a 30-meter mobile retroreflectometer unit (MRU). The purpose of this project is to perform activities related to acquiring retroreflectivity data. This will eliminate the personnel safety issue related to data collection by handheld devices. Using mobile instruments will provide immediate feedback to establish pavement marking needs and will aid the Department in the Quality Control/Quality Assurance of pavement markings placed on state highways.
Background
The Ohio Department of Transportation (ODOT) is seeking bids for pavement marking retroreflectivity measurements using a 30-meter mobile retroreflectometer unit (MRU). The goal of this project is to collect retroreflectivity data to enhance safety by eliminating the need for handheld devices. This will provide immediate feedback on pavement marking needs and aid in Quality Control/Quality Assurance for state highways.

Work Details
The contractor will provide all labor, materials, tools, equipment, and incidentals necessary to collect dry pavement marking retroreflectivity data from an MRU on various routes throughout Ohio as determined by ODOT. The contractor will decide the sequence of readings while ODOT will determine which lane lines to read. There is no guaranteed minimum mileage annually. Data collected will assist in managing the pavement marking asset and may be used in Quality Control/Quality Assurance processes. The retroreflectivity data must comply with specifications from the Ohio Manual of Uniform Traffic Control Devices (OMUTCD), Construction and Materials Specifications (C&MS), and Traffic Engineering Manual (TEM). The contractor must provide a calibration certificate for each retroreflectometer used, along with documentation of specifications and maintenance procedures. Acceptable MRUs include RoadVista Laserlux G7 or Delta LTL-M. Data collection must meet Federal Highway Administration standards and be reported in specified formats including CSV, SHP, KML, and PDF.

Period of Performance
The contract duration is 12 months from the date of award.

Place of Performance
The work will be performed on various routes throughout the state of Ohio as determined by ODOT.

Bidder Requirements
Bidders must have at least three years of mobile retroreflectivity data collection experience with a minimum of 100,000 cumulative miles collected. They must provide references to verify this experience. Bidders are required to submit their bid responses electronically through OhioBuys before the deadline.
