308A-26 Training and Testing for Asphalt Level 3 Certification

Background
The Ohio Department of Transportation (ODOT) is seeking to establish pricing for training and certification testing for the Asphalt Level 3 course. This initiative aims to equip ODOT employees with the necessary skills and knowledge to perform asphalt-related tasks effectively. It ensures they are prepared for both written and performance tests that lead to certification.

Work Details
The contract includes the following requirements:
1. Provide classroom training designed specifically for ODOT employees, covering all concepts outlined in Section 3 of the solicitation.
2. Administer both written/electronic tests and performance tests on the same day, with participants required to pass both to achieve certification.
3. Conduct performance tests where participants demonstrate hands-on proficiency in each standard, evaluated by qualified instructors.
4. Allow participants at least one re-test opportunity for either test without needing to retake the full training course.
5. Provide all necessary training materials, audio-visual equipment, instructors, sample materials, testing materials, proctors, and travel arrangements for training/testing sites.
6. Supply training manuals (workbooks) at least 90 days prior to classes or upon request.
7. Submit electronic copies of testing records (e.g., sign-in sheets, examination results) to ODOT promptly after testing sessions.
8. Schedule training/testing sessions based on ODOT's needs and ensure adequate seating is available (minimum of 35 seats per class).
9. Ensure non-ODOT personnel testing at ODOT facilities sign a liability waiver before participating in tests.

Period of Performance
The contract will commence upon award and continue through June 30, 2027.

Place of Performance
Training and testing may occur at any of ODOT's twelve districts or Central Office facilities within Ohio or other state-owned facilities as defined by ODOT's training office.

Bidder Requirements
Vendors must submit detailed course descriptions including prerequisites, syllabus, course materials, training aides used during the course, instructor qualifications, and a list of monitors/proctors with their qualifications.
