Description

Background
The Ohio Department of Transportation (ODOT) is seeking to establish a term contract for maintenance, parts, and services for State-owned Bell 505 helicopters and Safran Helicopter Engines Arrius 2R Engines. The goal is to ensure the operational readiness and safety of these aircraft through qualified maintenance and repair services.

Work Details
The contract includes the provision of OEM and/or PMA parts, components, accessories, as well as inspection, maintenance, and repair services specifically for the Bell 505 helicopters and Arrius 2R engines.

Notably, this contract excludes avionics service or parts unless they are incidental to the repair or service of the helicopters. Bidders must be FAA approved maintenance facilities or Factory Service Centers for the specified aircraft. They must provide written evidence of their qualifications including an FAA Repair Station Certificate and Operational Specifications. Technicians performing maintenance must hold relevant FAA certifications.

The vendor must also be capable of providing emergency helicopter maintenance and technical support on a 24/7 basis throughout the contract duration.

Period of Performance
The effective duration of this agreement shall be from July 1, 2026, through June 30, 2028.

Place of Performance
Services will be performed within a 250-mile radius of the ODOT Office of Aviation located in Columbus, Ohio.

Bidder Requirements
Bidders must have an FAA approved maintenance facility status or be a Factory Service Center for Bell helicopters. They must submit proof of their FAA Repair Station Certificate and Operational Specifications with their bid.

Additionally, bidders must employ factory-trained mechanics with FAA Airframe and Powerplant certificates. The facility should be equipped for in-house inspections and repairs. Bidders are required to maintain an up-to-date FAA drug program and provide inside hangar space for overnight aircraft storage.
