Description
Background
The Hancock County Engineer is issuing a solicitation for the STW-CEAO Safety Project FY26, aimed at enhancing safety at six intersections in Hancock County. The project seeks to address historical crash data and improve roadway conditions through a comprehensive safety study, following the guidelines set by the Ohio Department of Transportation (ODOT).
Work Details
The consultant will conduct a formal safety study at six intersections: Hancock CR 140 / CR 99, SR 12 / CR 9, SR 12 / CR 88, SR 12 / CR 140, US 224 / CR 140, and Hancock CR 212 / CR 236. The work includes:
1. Reviewing OH1 crash reports and preparing collision diagrams for the last ten years (2015–2025).
2. Performing a detailed crash analysis for the same period.
3. Conducting field visits to observe existing conditions and operational characteristics.
4. Collecting traffic count data for each approach to the intersections.
5. Preparing existing conditions diagrams documenting geometry, traffic control, and relevant features.
6. Analyzing AM and PM peak hour operations to determine if traffic signals or multiway stop controls are warranted.
7. Documenting existing operational characteristics with photographs illustrating contributing crash factors.
8. Evaluating potential countermeasures to address identified crash patterns, including operational analysis where appropriate.
9. Preparing conceptual layouts for countermeasures requiring geometric modifications.
10. Completing a benefit-cost analysis (ECAT) for all proposed countermeasures.
11. Conducting three meetings with the County Engineer: project kickoff, field review, and presentation of findings (kickoff and presentation may be virtual).
12. Providing a summary of conclusions and a list of recommended improvements.
13. Preparing draft and final reports that include background information, existing conditions, crash analysis, probable contributing factors, recommended countermeasures, cost estimates, and ECAT results.
Period of Performance
The estimated date of authorization for the selected consultant is July 2026, with plans to be completed within five months from authorization, targeting completion by December 2026.
Place of Performance
The work will be performed in Hancock County at specified intersections.
Bidder Requirements
Consultants must be pre-qualified by ODOT for conducting safety studies. The prime consultant or subconsultants must meet prequalification requirements in Financial Management System Evaluation if applicable. Only individuals are prequalified for right-of-way acquisition services; thus a named individual must be included if required.
