Description

Background
SUNY Corning Community College (the College) is seeking proposals from qualified consultants to conduct a Workforce Education and Labor Market Alignment Study. This initiative is supported by a grant from the Appalachian Regional Commission and aims to ensure that the College's credit and non-credit programs align with current and emerging industry needs in New York's Southern Tier region.

The study will focus on identifying high-demand industries, assessing workforce programs, recommending improvements, and enhancing employer engagement.

Work Details
The selected consultant will conduct a comprehensive study that includes:
1) Analyzing labor market data to identify high-priority industries and occupations;
2) Engaging employers through surveys and interviews to gather input;
3) Evaluating CCC's existing workforce programs for alignment with employer needs;
4) Developing strategic recommendations for program updates, new initiatives, or restructuring;
5) Preparing a Final Workforce Alignment Assessment Report to present findings to CCC leadership.

Deliverables include a Labor Market Analysis Report, Employer Needs Assessment Report, Program Inventory and Gap Analysis Report, Draft Final Workforce Alignment Assessment Report, and Final Workforce Alignment Assessment Report.

Period of Performance
The project is expected to take up to one year, beginning no later than January 2026 and concluding by January 2027.

Place of Performance
The contract will be performed at SUNY Corning Community College located in Corning, NY, covering all counties in New York State.

Bidder Requirements
There are no specific set-aside certifications required for this contract. However, the successful firm must provide evidence of insurance coverage including worker’s compensation, auto liability, general liability, and umbrella/excess liability. Additionally, the firm must comply with all applicable laws of New York State.
