Background
The Local Workforce Development Board (LWDB) of Oyster Bay-North Hempstead-Glen Cove is seeking proposals for education, employment, training, and youth development services aimed at out-of-school youth aged 16-24 residing in the Town of Oyster Bay, Town of North Hempstead, or City of Glen Cove.
This initiative is funded under the Workforce Innovation and Opportunity Act (WIOA), which aims to assist job seekers in accessing employment, education, training, and supportive services to thrive in the labor market while connecting employers with a skilled workforce. The LWDB is looking for community organizations that can enhance visibility to training and employment opportunities for youth while supporting their career goals.
Work Details
The selected contractor will provide comprehensive services including: conducting thorough assessments leading to customized service/career plans; linking participants to essential work supports and resources; delivering quality work readiness and soft skills training; facilitating access to training or coaching for job placements; assisting youth in obtaining necessary documentation for occupational training and meaningful employment; addressing alternative learning modalities post-pandemic; and implementing innovative youth employment programs focusing on behavioral health, entrepreneurship, and youth leadership.
The program must incorporate all 14 WIOA Youth Program Elements such as tutoring, work experience, occupational skills training, leadership development opportunities, supportive services, adult mentoring, follow-up services for at least 12 months post-program completion, financial literacy education, and more.
Period of Performance
The contract period will be from September 1, 2025 to August 31, 2028.
Place of Performance
Services will be performed in the Town of Oyster Bay at the Department of Intergovernmental Affairs, Division of Employment & Training located at 977 Hicksville Road, Massapequa, NY 11758.
Bidder Requirements
Eligible bidders include public or private entities with experience in providing employment and training services to youth. Proposals must demonstrate compliance with WIOA regulations and include proof of Workers Compensation and General Liability Insurance.
