Background
Nassau County, New York, through its Office of Community Development (OCD), is seeking proposals from qualified individuals and entities to provide web-based grant management services for federal grant programs. These programs include the Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), and Emergency Solutions Grants (ESG). The goal of this RFP is to enhance the efficiency of grant application development, management, and ongoing technical assistance for these federally funded programs.
The Nassau Urban County Consortium, which includes 34 municipalities, will benefit from this initiative as they apply for funds annually for various projects.
Work Details
The selected contractor will provide a web-based/online grants management software system that facilitates the processing of applications for federal grants from initial application through review processes, decision making, award of funds, reporting, and financial management. The software must support multiple applications including:
- HOME Investment Partnerships Program (HOME) Applications
- Community Development Block Grant Program (CDBG) – Municipal Applications
- Community Development Block Grant Program (CDBG) – Public Service Applications
- Emergency Solutions Grants Program (ESG) Applications
- Fair Housing Activity Statement.
Additionally, the contractor will manage a platform for loan repayment under the HOME program and ensure compatibility with MS Word for notifications and reports. Services include designing, training, implementing the new system, configuring software to meet OCD requirements, staff training on usage and customization capabilities, and providing ongoing maintenance and support.
Period of Performance
The contract is intended to last five years with an option to renew for an additional two years, totaling a possible seven-year term.
Place of Performance
The services will be performed in Nassau County, Long Island, New York.
Bidder Requirements
Proposers must be authorized to do business in New York State and demonstrate experience with CDBG, HOME, and ESG programs. They are required to comply with Nassau County's Living Wage Law and may need to provide proof of M/WBE or SDVOB certification if applicable. Proposals must include a detailed cost proposal as outlined in Appendix A.
