Background
The Town of Greenwich, New York, is issuing a Request for Qualifications (RFQ) for professional engineering firms to assist with the Water District No. 1 project. Work Details
The selected firm will provide a range of professional architectural and engineering services, including:
A. Pre-Award & Funding Support Services:
1. Review of the Preliminary Engineering Report (PER) to optimize funding opportunities.
2. Preparation of updated IUP listing materials, WIIA/IMG applications, SRF financing updates, and technical documentation.
3. Coordination with NYSEFC, NYS Department of Health, funding representatives, and Village of Greenwich.
4. Assistance in preparing updated exhibits and mapping, letters of support coordination, and documentation of public health needs.
B. Engineering Design & Permitting Services:
1. Final design of water transmission and distribution improvements.
2. Tank siting confirmation and detailed design.
3. Pump station design and controls.
4. Hydraulic modeling and system analysis.
5. Preparation of final engineering reports, plans, specifications, cost estimates, and contract documents.
6. Coordination with relevant state agencies for permitting.
C. Bidding & Award Phase Services:
1. Assistance with bid solicitation and preparation of bid documents.
2. Attendance at pre-bid meetings and bid review.
3. Recommendation of award and assistance with contract execution.
D. Construction Administration & Observation:
1. Construction administration including shop drawing reviews, RFIs responses, change order reviews, site visits, coordination meetings, record drawings, and project closeout documentation.
E. Funding & Grant Compliance Services:
1. Preparation of compliance documentation for funding requests including Davis-Bacon compliance support and MWBE/DBE coordination.
Period of Performance
The contract period will commence upon selection of the firm and is expected to cover all phases from pre-award funding coordination through project closeout as defined in the scope.
Place of Performance
The work will be performed primarily in the Town of Greenwich, New York.
