Vehicle Barriers - 2025 NYS Fair (SF250130)

Background
The New York State Department of Agriculture & Markets, through its Division of State Fair, is seeking to enhance security measures at the 2025 NYS Fair. The goal of this contract is to provide mobile vehicle barriers and gates to protect pedestrian areas, public events, and infrastructure from unauthorized vehicle access.

Work Details
The contractor will provide ten (10) anti-ram mobile security barriers designed for entry points, roadways, and perimeters. These barriers must allow pedestrian access without creating trip hazards.

Additionally, the contractor will rent two (2) vertical-opening mobile active gates with lengths between 14 to 20 feet, and three (3) mobile active gates that can open either vertically or horizontally with lengths between 10 to 14 feet. All gates must be anti-ram vehicle mitigation types that permit pedestrian and emergency vehicle access without removal. The equipment must be maintenance-free and require no electricity, hydraulics, or batteries. The rental includes setup, training for usage, and removal at the end of the rental period.

Period of Performance
The contract will be performed from August 18, 2025, to September 3, 2025.

Place of Performance
The services will be performed at the NYS Fairgrounds located in Onondaga County.

Bidder Requirements
There are no set-aside certifications required for this contract. The contractor must maintain insurance coverage of at least $1 million per occurrence for bodily injury and property damage as well as business automobile liability insurance.

A certificate of insurance naming the New York State Department of Agriculture & Markets as an additional insured is required.
