V. Endicott and T. Vestal Sanitary Sewer I/I Removal Project - Phase 2

Background
The Village of Endicott, located in Endicott, New York, is seeking sealed written qualifications from consultants for professional engineering services related to the V. Endicott and T. Vestal Sanitary Sewer I/I Removal Project - Phase 2. This project aims to rehabilitate sewer infrastructure and is partially funded by the New York State Environmental Facilities Corporation (EFC) Water Infrastructure Improvement Grant (WIIA) and a Department of Environmental Conservation Water Quality Improvement Project (WQIP) Grant.

Engineers must possess experience in design, bidding, construction phase services, and compliance with NYS EFC and DEC funding requirements.

Work Details
The selected engineering firm will provide the following services:

1. **Design Services**: Develop Bid Documents including drawings and a project manual, submit 90% complete designs for Village review, prepare technical specifications for sewer replacement methods (e.g., cured-in-place pipe lining), and include necessary permits.

2. **Bidding Services**: Assist with the bidding process by conducting pre-bid conferences, responding to contractor inquiries, reviewing bids from the three lowest bidders for compliance, and summarizing bid evaluations.

3. **Construction Phase Services**: Conduct construction administration, attend progress meetings, perform construction observation, manage payment requests, ensure compliance with minority and women-owned business enterprise reports, respond to RFIs and field changes, and assist with project closeout documentation in accordance with NYS EFC and DEC requirements.

Period of Performance
The contract term is set for 18 months from the expected award date of January 9, 2025.

Place of Performance
The contract will be performed in the Village of Endicott and the Town of Vestal in Broome County, New York.
